At the moment of writing, there are 132 different Officers that you can recruit in Star Trek Fleet Command, all of which come from the different shows, seasons, and even alternate universes, and that offer their own variety of skills and stats. This large number of recruitable characters makes it quite difficult to create good crews, particularly since you always need to consider the synergy between different Officers at all times since the supporting characters can dramatically improve the effectiveness of the leader.

The Best Officers for PvE
The player-versus-environment aspect in Star Trek Fleet Command involves battling against NPCs enemies that roam the galaxy, which are also known as Hostiles. Either when you’re looking to grind for certain resources, or complete specific tasks, there are Officers in this game that, when assigned correctly to the right ship, can significantly improve the rate at which you can farm enemies in this game.
Some of the best Officers in Fleet Command for this aspect include the following:

Moreau
This Officer was essentially designed to shine in a Hostile hunter crew. Specifically, she can significantly decrease the capabilities of any NPC enemies by reducing their armor piercing, shield piercing, and accuracy abilities. She’s great for a team who wants to play it safe and increase the number of Hostiles they can defeat before inevitably being destroyed.

Gaila
Though a bit more niche than Moreau, Gaila is a perfect Officer for engaging against tougher Hostiles due to her ability that reduces the damage from enemy critical hits. She could potentially be combined with Moreau and assigned to the Bridge to further bolster the ship’s survivability.

Gonzales
This Officer is a good alternative for those looking to create a more offensive alternative than the previous two, as her Captain’s Maneuver increases the probability of getting critical hits on Hostiles by a set percentage. Alternatively, if assigned to the Bridge, she can augment the damage of each critical hit by a certain amount, potentially increasing the ship’s damage output if combined with another character that can enhance the probability of landing crits.

Another defensive Officer that, depending on whether you assign her to the Helm or the Bridge, can provide significant benefits. Specifically, she augments dodge, shield deflection, and armor against Hostiles as a Captain, or reduces the damage received from energy weapons as an Officer in the Bridge.
The Best Officers for PvP
There’s a lot more liberty when it comes to creating PvP crews in Star Trek Fleet Command, particularly since you’re not limited to Officers that enhance your stats when engaging exclusively against hostels. In this sense, the main focus when creating PvP squads in this game should be to take the Officers that are already available, and try combining them in ways that enhance their synergies.

An excellent offensive option, especially when combined with Officers of the same group to enhance the potency of his maneuver. In short, Gorkon is ideal when trying to end fights quickly as he can increase the probability of landing crits by up to 30% under ideal circumstances.

The perfect all-around choice for battles of attrition, especially when combined with other powerful Officers, as Kirk can increase the stats of all other crewmates by a whopping 50% when the ship has morale.

Kras
An ideal Officer for shutting down enemies that rely mostly on their Captain’s Maneuver, as Kras can reduce the effectiveness of the said maneuver by a specific percentage. Additionally, if assigned as an Officer in the Bridge, he passively reduces the attack, defense, and health of all enemy Officers by a considerable amount. Regardless of where you choose to place him, Kras is a very welcome addition to any crew.

An easy choice for most crews as, by simply assigning him to the Bridge, he increases the critical damage of the ship by a set percentage. This is pretty much a no-brainer if you have no one else to fill a slot. And even in optimized formations, Klaa could be a good choice as he can increase the damage output of the ship significantly.
The Best Officers for Attacking Bases
Last but not least, the last category we wanted to address in this list was when it comes to attacking enemy stations in Star Trek Fleet Command. Luckily, this aspect is a bit more straightforward since the best characters for this task often have benefits that exclusively activate when attacking stations.
Here are a couple of good alternative for busting bases in the game:

Khan
This Officer is basically everything you’ll ever need when attacking stations. As Captain, he has a chance of significantly increasing the damage that enemy defenses receive for two rounds. Alternatively, when assigned to the Bridge, Khan permanently increases the critical hit chance of the ship by 1% every time it’s struck by a defense station.

Joachim
A very powerful Officer when assigned to the Bridge as he can passively reduce the weapon damage of all defending ships and defense stations by a considerable percentage.
Just like with PvE Officers, the best characters for attacking and defending stations are the ones that have exclusive skills for this purpose, so creating teams for this task is seldom difficult.
