Play Google Text-to-Speech on PC

To use Google Text-to-speech on your Android device, go to Settings > Language & Input > Text-to-speech output. Select Google Text-to-speech Engine as your preferred engine.
Note, on many Android devices, Google Text-to-speech is already turned on, but you can update to the latest version here.

Download and install BlueStacks on your PC

Complete Google sign-in to access the Play Store, or do it later

Look for Google Text-to-Speech in the search bar at the top right corner

Click to install Google Text-to-Speech from the search results

Complete Google sign-in (if you skipped step 2) to install Google Text-to-Speech

Click the Google Text-to-Speech icon on the home screen to start playing
