Persona 5: The Phantom X offers a wide roster of characters with unique roles, elements, and team interactions, all set in the same universe as the popular 2016 RPG. With so many options and attribute synergies, it can be hard for newer players, or even returning ones, to know which units are worth investing in first.

This guide gives you a solid reference point by ranking the strongest characters, those worth building, and those you should avoid sinking resources into. With shifts in banners and new releases, it’s important to have a clear baseline.

The Best Persona 5: The Phantom X Tier List

Tier lists help you cut through the clutter and focus on standout characters. In games with diverse roles, elemental matchups, and tactical depth, picking the wrong units can slow your progress. That’s even more true in Persona 5: The Phantom X, where team composition, Harmony triggers, and attribute weaknesses create big differences in performance.

We’ve prepared this tier list so you can quickly scan which characters are top-tier, dependable, or worth skipping. It’s a starting point you can use to guide your pulls and upgrades.

These are the best and worst characters in the game right now. You’ll see that aiming for top-tier units gives you a solid foundation—but understanding why they shine helps you build smarter teams and adapt as new characters arrive or meta shifts. In the next sections, we’ll go through each tier and break down what makes these characters earn their spots, so you can build informed teams.

S Tier Characters

S tier represents the elite of the elite, units that can carry teams on their backs. These characters excel in damage, utility, or synergy and remain relevant as the roster grows.

  • Ren Amamiya (Joker)

An AoE Curse DPS built around Extra Actions and “Will of Rebellion” stacks, Joker can double-dip his turn potential with the right setup. Once he has three stacks and enemies are weakened, he gets an Extra Turn to press his advantage. His kit offers consistent AoE coverage, SP recovery potential, and strong synergy with Harmony setups.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_03

While Joker’s design looks powerful, it heavily depends on enemy formation and HP thresholds. Without the right environment or his key Awareness unlocks, his effectiveness drops fast. Still, in mob-heavy stages or with support from units like Turbo or Chord, he becomes a strong lead AoE pick.

  • Seiji Shiratori (Fleuret)

A reliable 4-star Wind DPS, Fleuret shines with his multi-hit kit and consistent Critical Hit Rate scaling. He builds “Right to Strike” stacks naturally through combat and uses them to amplify his burst damage. This makes him a solid and easy-to-build choice, especially early in your progression.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_04

The only caveat is that Fleuret needs Windswept to unlock his full damage potential, and he can’t reliably apply it on his own. He leans on support from units like Mona or Wind, but if you have those options available, he performs better than many 5-stars in the same role.

  • Minami Miyashita (Marian)

A top-tier healer with the strongest raw healing numbers in the game, Marian also brings Max HP buffs and debuff cleansing. Her Diagnosis system turns her into both a safety net and a scaling support unit, rewarding careful timing with burst heals and sustain.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_05

She’s a staple in harder fights and endgame modes thanks to her survivability tools. While her high SP cost and short-duration buffs require smart play, her kit is unmatched in healing versatility. Awareness 6 adds revive support, making her one of the most dependable characters overall.

  • Ann Takamaki (Panther)

As a Fire-based AoE DPS, Panther rotates through her skills to enter her La Vie En Rose state, where her damage ramps up dramatically. Once activated, she unloads heavy Fire damage with bonus effects that synergize well with Fire teams, especially when supported by Burn debuffers.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_06

What holds her back is the lack of control over when La Vie En Rose activates. While she’s great early in the game and relatively simple to use, she starts to fall behind without key Awareness upgrades and proper synergy characters like Key or Ange.

A Tier Characters

A tier includes very strong characters who perform consistently well. They may need specific synergies or slight investment to reach full potential but are solid additions on most teams.

  • Morgana (Mona)

As a Wind-element healer, Mona offers both strong burst healing and some off-turn sustain through his Chivalry mechanic. He also brings the rare ability to revive fallen allies through his Highlight skill. While he lacks major buffs or debuffs, his healing rotation is consistent and useful for longer fights.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_07

Where Mona falls short is in utility. His healing is reactive and not always reliable unless your allies are already low, and his ailments are limited to Windswept and minor dispels. Still, he performs well in the early game or as part of Fleuret teams where Windswept support matters.

  • Ryuji Sakamoto (Skull)

Skull is a high-risk, high-reward Physical single-target DPS that builds strength by staying at low HP. His charged skill, God Hand Burst, guarantees critical hits and deals massive damage, especially when used with Rebound buffs. He thrives in teams that use shields instead of healing.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_08

The main drawback is that Skull takes two turns to fully ramp his burst and risks getting KO’d if not protected properly. He’s easy to build and strong in boss stages, but requires careful planning and synergy with tanks like Leon or characters who delay enemy damage.

  • Haruna Nishimori (Riddle)

Riddle functions as a buff-focused support who builds stacks over time to increase her team’s Attack and Damage Bonus. Her Highlight and passives encourage multi-hit party members and AoE skills to accelerate her stack gain. With proper setup, she offers one of the highest damage amplification values in the game.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_09

Unfortunately, Riddle’s value depends too much on random stack generation, and her buffs don’t last long enough to cover entire rotations. She’s best when paired with characters like Sepia or Sepia who hit often and appreciate Damage Bonus, but lacks the reliability to stay top tier.

  • Shun Kano (Soy)

Soy is a tank on paper, but plays more like a debuffer with multiple defense-reducing skills. He adds party-wide Max HP and healing, but his real value comes from applying consistent Defense Down through his skills, passives, and one of the strongest gun attacks in the game.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_10

While his sustain is mediocre, his debuffs make him a strong pick for boss fights or stages where stacking All-Out Attacks is key. He doesn’t do traditional tanking well, but if you need reliable single-target damage reduction and setup for your DPS, Soy fits the role well.

B Tier Characters

B tier characters are decent but not outstanding. You can use them early in the game or while building out your roster, but they’ll likely be replaced once better units are available.

  • Tomoko Noge (Moko)

This support unit brings single-target Attack buffs and the ability to inflict Sleep, though her kit hinges on Greenleaf stacks that must be generated before she can use most of her support skills. While she can disrupt enemies and slightly boost Effect Hit Rate, her value remains situational.

Persona5 The Phantom X Tier List - The Best and Worst Characters in the Game (Updated 2025)

Having to spend turns just to build up Greenleaf stacks slows her down too much in practice. And while Sleep may seem useful, most tougher foes resist it. Her buffs are too small to justify over other strategists or buffers, making her more of a filler pick than a core unit.

  • Kotone Montagne (Mont)

Mont is a single-target Ice DPS whose gimmick centers on stacking Ice Crystals to trigger guaranteed critical follow-up attacks. She works decently in longer fights where her stacks can build up, and her Resonance triggers can chunk weakened enemies when timed well.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_12

The main issue is that her scaling outside of Resonance is poor. She needs her 5-star weapon just to reliably rotate her key mechanic, and even then, her damage doesn’t match up to stronger DPS options. Without the right setup, she’s quickly outclassed as you build your roster.

  • Motoha Arai (Closer)

Closer blends AoE Electric damage with support capabilities like Shock application and Electric debuffing. She has synergy with characters like BUI, but outside of that niche, her value is limited. Most of her skills provide modest damage and mild utility.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_13

Her biggest problem is fragility—she has one of the lowest HP pools in the game and doesn’t hit hard enough to justify the risk. While she can fill a gap in mono-Electric teams, those teams aren’t common or strong enough to make her a must-pick.

C Tier Characters

C tier includes characters you typically don’t want to invest resources into. They may struggle with their role, lack synergy, or underperform against newer content.

  • Toshiya Sumi (Sepia)

Sepia is a DoT-focused Curse unit who stacks various “Verses” and unleashes follow-up attacks through his Resonance. He looks complex but plays simply: stack as much Verse of Hate as possible and combo with Wonder’s Pazuzu to deal significant Max HP-based damage.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_14

The downside is that Curse stacking is inconsistent and often requires external Effect Hit Rate support to land. On top of that, many late-game enemies now resist Max HP damage outright. Without strong synergy or specific boss setups, Sepia doesn’t hold up in regular content.

  • Yukimi Fujikawa (Yuki)

Yuki supports with Bless damage, shields, and Defense buffs through her Oath system, but her tanking role is mostly ineffective. She lacks taunts or aggro manipulation, and her shield only targets one ally unless you build up Gavel stacks slowly over time.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_15

While she does offer some Damage Bonus and survivability, her low uptime and single-target nature make her clunky to use. Unless you’re running a very specific team like Fox, she adds too little value to justify her slot.

  • Kiyoshi Kurotani (Key)

This Fire-based debuffer is designed to inflict Burn and amplify Fire damage taken. He has great synergy with units like Panther and provides consistent elemental support through Sacred Flame and Technical triggers.

blog-image-Persona5-The-Phantom-X_Tier-List-July-2025_EN_16

Outside of Fire comps, though, Key brings very little. He can’t survive extended fights due to HP-draining skills and offers no meaningful utility to other element teams. Strong early on, but eventually falls behind unless paired with the right characters.
