In this tier list for Reverse: 1999, we are going to be ranking the best characters you can summon to kickstart your account in the right direction. While some of them may not be available at the time of global launch depending on the developers scheduling, all of them should be added fairly quickly in the coming weeks. We have procured a list of the strongest characters, taking into account various factors such as base rarity, abilities, and content requirements. Black Dwarf is a 6-star rarity character that is classified as a Mineral type that deals mental damage to enemies. Her 1st skill Mythical Meteors states as follows – “Mass attack. Deals 135% Mental DMG to 2 enemies. Upon casting, gain 1 stack of [Mars]. [Mars]: +6% Leech Rate for each stack. [Planet]’s are capped at 3.” Her 2nd active ability Enchanted Strike states as follows – “1-target attack. Deals 180% Mental DMG. Upon casting, gain 1 stack of [Saturn].
