However, to access high-level enchantments, the enchanting table must be surrounded by Bookshelves. Specifically, you need 15 bookshelves, placed one block away in a square or circular formation around the enchanting table, with nothing obstructing the space between. Each bookshelf increases the available enchantment level, with the maximum being Level 30 when all 15 are placed correctly.   • Combine two enchanted items to merge their enchantments.

However, combining enchantments on an anvil costs XP and comes with the Prior Work Penalty, where each subsequent use of the anvil increases the XP cost of further repairs or combinations.
