Narco Empire is a strategy game from Sparkhaven HK Limited in which you build a criminal organisation from street level upwards, running production sites, smuggling convoys and distribution networks while rival crews try to take it from you. Enforcers are the named characters you recruit to front that organisation, and they contribute in two ways: how they perform when deployed, and the percentage buff they pass to one of your three troop types on expeditions. This tier list ranks every enforcer in the roster by rarity, troop role, assault stats and expedition values, so you know where to spend fragments first.

How Enforcer Rarity and Roles Work ian Narco Empire

Every enforcer profile shows two stat blocks, and the split is the basis of this ranking. Assault Stats cover HP, ATK, DEF and Range, and govern what the enforcer does personally in a fight. Expedition Stats add a percentage to the ATK and DEF of one troop type, applied to your whole squad rather than the enforcer alone. Because squads field far more troops than enforcers, that percentage is usually the more valuable half.

Rarity comes in three bands. R enforcers carry a blue badge and 11,233 power, SR enforcers a purple badge and 13,200 power, and SSR enforcers an orange badge with power from 16,200 to 19,950. The gap is not only numerical. R enforcers show two skill slots in their maximum level preview while every SR and SSR shows three, so an R unit is permanently short an ability.

Each enforcer buffs exactly one of three troop types, and assault stats follow that role closely:

  • Fighter enforcers sit at Range 1 with the highest HP and lowest ATK, holding the front of a squad.
  • Gunner enforcers sit at Range 4 to 7 with the lowest HP and highest ATK, trading survival for damage.
  • Rider enforcers sit at Range 4 to 5 and land between the two on both HP and ATK.

One stat can be ignored. Every enforcer shows 80 DEF at level one and 2,221 DEF at maximum regardless of rarity, so defence never separates one pick from another. Fragment cost matters more, since most recruit at 10 fragments while a few demand far more for the same template.

S Tier Enforcers

The S tier is the four SSR enforcers. Two carry squad wide passives that apply even when the enforcer is benched, and the other two reach the highest expedition ceiling in the game.

Theo Castellano (Juggernaut)

Juggernaut leads the roster on every measure the game shows, carrying 19,950 power and reaching 41,649 HP and 2,129 ATK at maximum, which makes him the most durable character available.

His passive secures the top placement, increasing all Squads’ Lethality and HP by 15 percent whether he is deployed or not. The catch is cost: 20 fragments where most need 10.

Vance Cole (Deathwheel)

Deathwheel is the second Fighter SSR and the best value unit here. He increases all Squads’ ATK and DEF by 10 percent regardless of deployment, the same account wide bonus Juggernaut provides, and asks only 10 fragments.

His own numbers reach 36,651 HP and 1,874 ATK, with a Fighter buff starting at 28.19 percent. If Juggernaut looks a long way off, he delivers most of the same benefit at half the cost.

Victoria Vitale (Whiteveil)

Whiteveil is the highest damage enforcer in the game. She opens at 98 ATK, more than any other unit, and climbs to 2,699 ATK, above the 2,221 ceiling the balanced units reach. She also holds Range 7, the longest in the roster.

Her Gunner buff runs from 28.19 to a confirmed 200.16 percent, the highest ceiling in the roster. The trade is fragility, since her 16,659 maximum HP is the lowest of any SSR.

Viviana Valentino (The Godmother)

The Godmother is the Rider SSR and the most balanced unit in the game, finishing at 22,212 HP with both ATK and DEF at 2,221. Nothing in her profile is a weakness, making her the safest SSR to build if you have no settled troop type.

Her Rider buff also reaches 200.16 percent from a 28.19 percent start, matching Whiteveil, and she recruits for 10 fragments.

A Tier Enforcers

The A tier collects SR enforcers that reach the full 140.07 percent ceiling, recruit for 10 fragments and hold the better range for their role. Build these while waiting on SSR fragments.

Miguel Treviño (Smasher)

Smasher is the only SR Fighter, which alone makes him worth recruiting, since the alternatives are two R units or an SSR you may not have pulled. He reaches 26,655 HP, the highest total outside the SSR band.

His 1,363 maximum ATK is the lowest among SR units, the expected trade for a Range 1 Fighter. At 10 fragments he is the cheapest way to hold a Fighter line together.

Ernesto Domínguez (Rogue)

Rogue is the strongest SR Gunner on offer, finishing at 13,327 HP and 2,159 ATK with Range 7 and the standard SR curve of 19.73 to 140.07 percent.

He combines the full ceiling with maximum range at a 10 fragment cost. If you are building toward Whiteveil, he is the interim Gunner buffer to invest in.

Joseph Ferraro III (Kingmaker)

Kingmaker is statistically identical to Rogue, sharing the same 482 HP and 78 ATK at level one, the same 13,327 HP and 2,159 ATK at maximum, the same Range 7, cost and expedition curve.

With the numbers matched, the choice comes down to skills. Running both is reasonable on a Gunner heavy account.

Olivia Ramírez (Scorpia)

Scorpia follows the standard Rider template, climbing from 643 HP and 64 ATK to 17,770 HP and 1,776 ATK, with Range 5 and a buff from 19.73 to 140.07 percent.

The HP figure is the useful part, sitting roughly a third above an SR Gunner while giving up a fifth of the attack. That makes Riders forgiving for players without a front line.

Alejandro Vega (Slasher)

Slasher shares Scorpia’s stat block exactly, down to the Range 5 value and 10 fragment cost, so everything said about her durability applies here.

He sits alongside her rather than below her, so recruit whichever you draw fragments for first. Holding several SR Riders is a legitimate route while waiting for The Godmother.

B Tier Enforcers

The B tier holds SR enforcers that are usable but carry a drawback: a shorter range, a reduced expedition ceiling or a far steeper fragment cost.

Gabriel Solorio (Boomshot)

Boomshot is the third SR Rider and matches Scorpia and Slasher on every figure, reaching 17,770 HP and 1,776 ATK with the same Range 5 and curve.

He sits a tier below them because three identical Riders is more than most accounts need, not because his profile is weaker. If he is the first Rider you draw, build him instead.

John Rojas (Cyclops)

Cyclops matches the other SR Gunners on output, finishing at 13,327 HP and 2,159 ATK with the same 140.07 percent ceiling. The difference is reach: Range 4 rather than Range 7.

For a Gunner built on low HP and high damage, standing closer to the fighting is a real cost. He is serviceable early and the first to replace once a Range 7 option arrives.

Julio Jiménez (El Tigre)

El Tigre carries the standard SR Rider numbers, reaching 17,770 HP and 1,776 ATK with a 140.07 percent ceiling, matching Scorpia on paper.

His problem is price. He requires 40 fragments, four times what every other SR Rider asks for an identical result, and sits at Range 4 rather than 5. Those fragments do more elsewhere.

Francisco Ríos (El Diablo)

El Diablo has the assault profile of a good SR Gunner, closing at 13,327 HP and 2,159 ATK with Range 7.

The shortfall is on the expedition side. His buff starts at 15.52 percent and tops out at 110.19 percent against the 140.07 percent Rogue and Kingmaker reach, so a fully invested El Diablo gives his squad less.

C Tier Enforcers

The C tier is the four R enforcers. All show two skill slots rather than three and stop at a 90.05 percent expedition ceiling, so none can be upgraded into relevance.

Javier Díaz (Mag)

Mag is the R tier Rider, opening at 536 HP and 54 ATK and finishing at 14,808 HP and 1,481 ATK with Range 5, respectable numbers for a starter unit.

They are also the highest he will reach, and a fully built Mag still trails a fully built SR Rider on both counts.

Bruno Delgado (El Guapo)

El Guapo is the R tier Gunner and the most fragile enforcer in the roster, starting at 402 HP and finishing at 11,106 HP. His 1,799 maximum ATK is decent for the rarity and his Range 7 matches the SSR band.

That range makes him a reasonable early damage option, since distance partly offsets the weak health pool.

Lexi Knight (Fury)

Fury is one of two R tier Fighters, reaching 22,212 HP against just 1,135 ATK, the most extreme durability to damage ratio in the game.

That HP total is useful before you have Smasher or an SSR Fighter, but with two skills and a 90.05 percent cap she is a bridge rather than a destination.

Ángel Morales (Machete)

Machete is stat for stat identical to Fury: 804 HP and 41 ATK at level one, 22,212 HP and 1,135 ATK at maximum, and the same 90.05 percent ceiling.

With nothing to separate them, there is no reason to build both. Pick whichever you have fragments for and direct everything else toward Smasher, Deathwheel or Juggernaut.

The ranking in Narco Empire follows the rarity ladder closely, and for good reason. SSR enforcers combine the highest stat multipliers with the highest expedition ceilings, and two of them carry passives that strengthen every squad whether they are deployed or not. SR enforcers fill the gap competently, with the best reaching a 140.07 percent buff for a modest 10 fragment cost, while R enforcers are capped by their two skill slots and never catch up. Spend early fragments on Deathwheel and the A tier SR matching your troop type, hold the rest for Juggernaut, and treat R units as temporary.
